Condo/apartment project pending – Evanston Now

Plans to bring new life and new tax-paying residents to what is now an abandoned railway abutment are being delayed at the request of the developer as it considers some possible changes to the project.

John Cleary of Temp Capital recently removed the proposal from the Land Use Commission’s agenda as he considers potentially adding more affordable units to the plan.

As it stands, the Wesley Court development, between Green Bay Road and Jackson Avenue, would have 19 townhouses and a 12-unit apartment building.

Three of the apartments are said to be “affordable”, that is to say below market price. Or, there could be such a unit, with the developer also building an affordable home nearby.

Owner-occupied townhouses would cost around $575,000 each.

But Cleary now says “our project is starting to grow,” with the possibility of including additional affordable units. Precise numbers, and whether the footprint of the project will change beyond the current two acres of land, are not yet available.

Cleary, who lives near the proposed site, says he’s been working on the plan for three years and is “looking forward to moving forward”.

While building new housing on a site that currently has minimal value could be a plus for the town, adding more affordable housing could also see the plan get a more favorable response from the city council.

Affordable housing, Cleary notes, is “the city’s biggest problem.”

Elizabeth Williams, the city’s planning director, says no official changes have yet been submitted.

The Land Use Commission, she said, will consider a further extension of the deadline when it meets on October 12.

If changes are made at some point, Williams says city staff will need to review the new plan to see if it complies with the zoning code, as well as allow for public comment before any final decisions are made. .

The Planning Commission makes a recommendation to Council, which has the final say.
