Work has finally started on a long-delayed ’boutique multi-family development’ in Ballston

The development is taking place at 1031 N. Vermont Street in Ballston, the former site of Portico Church Arlington.

A year ago, McLean-based Jefferson Apartment Group (JAG) took over the website at the intersection of N. Vermont Street and 11th Street N. after plans to build new condos and townhouses there failed. These original plans initially drew negative reactions from neighbors who feared it would create traffic jams in a already very dense area.

The aging church that the development replaces had housed several congregations. The most recent, Church Porticohas since moved about a mile to the Bluemont neighborhood.

In June 2020, the county approved adding an additional 4,300 square feet of floor space to the project by removing an “on-site driveway”, among other changes. The project called for a seven-storey apartment building with 98 units. When JAG took over the project, the company said it would mostly stick with this setup.

Work is currently underway at the site, with existing buildings being demolished and debris being removed.

The apartment complex will be a mix of one, two and three bedroom units. The building will have a roof terrace, underground parking for 120 spaces, 40 bicycle spaces and storage space for residents.

Construction is expected to be completed in early 2024, with first move-ins expected to begin in fall 2023. Work was originally scheduled to begin in late 2021 with a completion date of 2023. The spokesperson also noted that a planned group of townhouses across the street are being developed separately from the apartments, by local homebuilder BCN Homes.

Jefferson Apartment Group is the same company that also built the Building J Sol on Fairfax Drive in Ballston, which opened in 2020.

This new development at 1031 N. Vermont Street will offer 98 multi-family units in a new seven-story building in the vibrant Ballston neighborhood of Arlington, within walking distance to many shops, restaurants, entertainment and services. Also known as Arlington’s hub for science and technology, Ballston is home to a high concentration of scientific research agencies and employers.

A mix of one-, two-, and three-bedroom units will feature luxurious finishes, including quartz countertops, tile backsplashes, stainless steel appliances, sleek plank floors, and upgraded light fixtures throughout. Many units will feature private terraces and spacious balconies. Lifestyle amenities will include a resident lounge and rooftop terrace, as well as a controlled-access underground car park with 120 spaces, 40 bicycle spaces and resident storage.

This is JAG’s second project with STARS REI, as the two companies have also partnered on J Linea, a mid-rise building in the Shaw neighborhood of Washington, D.C.
