Council in Brief: Several council motions move 502-unit apartment complex forward | Company
Several resolutions passed by the Common Council at its July 11 meeting helped push forward a proposed new apartment complex that would be located on the current site of West Madison Bible Church. The church owns the property.
The new multi-family units would be located east of County Trunk Highway M and south of Country Trunk Highway PD, and if all goes according to plan, construction on the project would begin next year, the city administrator said. Adam Sayre at the meeting.
Four resolutions passed by council members on July 11 helped give the green light to the proposed development, including the approval of a zoning map amendment to rezone 21.7 acres as urban residential, 5.08 acres as public institutional and 2.3 acres of suburban commercial located east of County Trunk Highway M and south of County Trunk Highway PD. Other actions included the approval of a conditional use permit for the land use of an apartment/condominium complex, the approval of a conditional use permit for the land use of a four-storey apartment/condominium complex and the approval of a preliminary plan for eight lots.
The Planning Commission held the required public hearing on July 5 and voted 6-0 to recommend that Common Council approve the site plan, zoning map amendment, conditional use permits and plan draft of the project.
The four resolutions were adopted unanimously by the Common Council on July 11.
Cascade Development Corporation plans to build “Avalon Ridge” on the property, which currently contains the church, vacant lots, and woods. The company first proposed the project in March 2021. The initial proposal included 700 units which have since been reduced to 502.
The project would be built in three phases over five to ten years. There would be 11 buildings, with a total of 760 parking spaces (519 underground and 241 above ground.)
The property’s 11 multi-family buildings would contain 75 bachelors, 246 one-bedroom, 16 one-bedroom with dens, 158 two-bedroom and seven three-bedroom units for a total of 502 units.
The first phase would include 123 housing units in the center of the property starting in the spring of 2023. The second phase would include 186 units in the southern part of the property starting in the fall of 2024. The third and final phase would include 193 units in the northern part of the property starting in the summer of 2026.
With council approvals on July 11 and an earlier annexation agreement with the city, the project is now moving to the Capital Regional Planning Commission as well as the Wisconsin Department of Natural Resources, where it needs a urban service area amendment to continue, Sayre said. . Once that’s complete, Cascade will have more certainty if the project can actually happen, Sayre said.
